The Joliet case for a card
A Joliet resident who wants to grow cannabis legally has exactly one route: register as a medical patient with IDPH. Illinois' state FAQ is blunt about it: only registered qualifying medical cannabis patients may grow at home, up to 5 plants, with additional restrictions. An adult-use buyer, however much they spend, can't grow a single plant.
That changes the cost question. For a grower, the card is a license to cultivate as much as a tax discount. At $125 for three years, it works out to about $3.47 a month.
What home growing involves
- Up to 5 plants, for registered patients only
- Additional restrictions apply; read the state's cannabis FAQ before you start
- Since June 12, 2026, patients may buy seeds from licensed dispensaries
- No giving or gifting cannabis to anyone, including what you grow
We cover what we can verify about the grow rules, and where to look for the rest, in the Illinois home grow guide. If you rent, read your lease before you plant anything: landlords may prohibit smoking cannabis on the premises, and your lease may say more.
Need the certification first?
IDPH won't open your application until an Illinois practitioner certifies you. Book an online evaluation with a licensed practitioner; code DRWDY85872 takes 5% off. The practitioner, not the booking site, decides whether you qualify.

The steps are statewide. Confirm your diagnosis is one of the 58 conditions on the IDPH list. Get certified by an Illinois physician, APRN or physician assistant registered with IDPH. Then apply online with an ILogin account and pay $50, $100 or $125. Veterans eligible for VA benefits with an honorable or general discharge pay $25, $50 or $75.
Will County residents can get free application help through their county or local health department. IDPH doesn't offer walk-in help, but answers at [email protected] and 1-855-636-3688 on weekdays.
Buying while the plants grow
Plants take time, and you'll likely buy in the meantime. For the patient tax treatment, buy at a store with a medical license. From September 10, 2026, patient purchases within the allotment there skip the purchaser excise and local cannabis taxes. Since adult-use stores may now opt in to a medical license, check the state's map and filter for medical sales; our dispensaries page explains how. The purchase limit is 2.5 ounces per 14 days across all product types.
