Elgin families and Illinois caregiver registration

Elgin is a Kane County city on the Fox River, and like anywhere, some of the people who'd benefit most from the program can't easily get to a dispensary themselves. Illinois handles that with registered caregivers.

Two Elgin households

Caregiver registration in Illinois is easiest to understand through two common situations. Both run through the same IDPH online system that every Elgin patient uses.

An adult child helping a parent

Say your father has Parkinson's disease, which is on the IDPH list, and he's registered or about to be. He can designate you as a caregiver if you're at least 21, and he can name up to three caregivers in total. Your registration costs $25 for a year, $50 for two or $75 for three, on top of his fee. His $50 one-year card plus one caregiver comes to $75; the three-year version comes to $200.

As his caregiver, you can pick up his medical cannabis. His purchases still count against his single 2.5-ounce, 14-day allotment, and the tax treatment depends on buying at a medical-licensed store. Keep his supply separate from anything of your own: medical patients may not give or gift cannabis away.

A parent of a child with seizures

Seizures, including those characteristic of epilepsy, are on the IDPH list, and children under 18 can register as minor qualifying patients. The rules are tighter:

  • Two certifications from different health care professionals, a recommending one and a reviewing one, listing the same conditions
  • Up to three caregivers, at least one a biological parent or legal guardian
  • The first caregiver is included at no charge
  • Only medical cannabis-infused products, bought at registered dispensaries
  • No photo required for the minor

Our caregivers and minor patients guide covers the full comparison, and the seizures guide covers that condition specifically.

Need the certification first?

IDPH won't open your application until an Illinois practitioner certifies you. Book an online evaluation with a licensed practitioner; code DRWDY85872 takes 5% off. The practitioner, not the booking site, decides whether you qualify.

The open question in 2026

SB 3222, signed June 12, 2026, removed the "excluded offense" definition from the medical cannabis Act, according to IDFPR. Older versions used it to screen caregivers. We couldn't read the amended caregiver definition, so if you have an old conviction or you're asked to help more than one patient, ask IDPH what applies now. Don't rely on rules from before June 2026.

Practical steps for an Elgin caregiver

  1. The patient gets certified by an Illinois practitioner registered with IDPH (two, for a minor).
  2. The patient, or the parent for a minor, applies online and designates you.
  3. Pay the caregiver fee with the patient's fee; the bundles are on the Illinois fee page.
  4. Print your card when approved. IDPH doesn't mail cards.
  5. In the car, keep products in a sealed container out of reach. No use in any vehicle, and none near anyone under 18.

County and local health departments help with applications for free if the online system gets in the way.
